		<description>Yes Powell, that is correct, BUT the Wildrose grew in Alberta where the entrenched parties are not funded directly by the taxpayers. It qualifies as a Party in Alberta. As I recall it was harder for the Reform Party to get qualified according to Ottawa rules.</description>

		<description>All the above is true, especially the part about Chretien&#039;s motivation, however, when a group of people band together and bring a message that resonates with the voting public that should be sufficient to get that party up and rolling. If the message continues to make sense to a sufficient number of people, they will continue their funding and, in many cases, volunteer their time and effort to putting forward the new party&#039;s agenda.
As a case in point, I refer everyone to the Wildrose Alliance in Alberta. In a conservative province, a great many people felt that the party in power was straying too far from a conservative philosophy, and they took action. From a fringe organization, the Alliance has exploded to the position where it is a real threat to the governing party and, if nothing else, it has forced the incumbents to change direction. This was done without any financial assistance from the government. 
If your message is one that the public wants to hear you will get the support you need; if not you will fade into oblivion.</description>
